Pasadena sits on a peninsula between the Magothy and the Patapsco, and that geography splits it into two distinct building environments.

Near the shoreline, critical-area regulations govern what can be built, how close, and how much impervious surface a lot can carry. These rules exist to protect the Chesapeake watershed and they are not negotiable — but they are navigable, and knowing where the lines fall before you design saves considerable money.

Move inland and the picture changes completely. Lots away from the water are often generous, with room for a genuine detached unit and none of the shoreline constraints. Same town, entirely different project.

The other variable that runs through both is septic. Parts of Pasadena are on septic systems rather than public sewer, and adding bedrooms to a property can require the system to be evaluated or upgraded. That is a question to answer early rather than late.
